The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from various governments. Immense energy is expended on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from Russian territory, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – probably imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's vital need on international aid – a dependence that regional partners are evidently unprepared to fill in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from US administration generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, continue.

Political Considerations

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unfeasible to compel Moscow to surrender the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from believing that the situation will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
